Name the files, issues, logs, screenshots, plans, and repo rules the agent must inspect before changing code.
Say what must not change: public APIs, data shape, auth behavior, tests, visual output, or deployment scope.
Define DONE WHEN and VERIFY with commands, reports, screenshots, or generated artifacts from the current run.
Tell the agent when to stop: missing secrets, production access, destructive operations, unclear decisions, or repeated failed fixes.
